The article examines the legal, organizational, technical, and financial problems arising in the handling of administrative offense cases as the “E-ma’muriy ish” system is further developed as a unified, centralized digital platform for ensuring electronic interaction among authorized bodies. The author substantiates proposals to classify defects in case materials as either technical or substantive legal defects, introduce a mechanism for electronic interaction while preserving the procedural independence of courts, define the limits of the use of artificial intelligence technologies, prevent the re-emergence of fragmented information systems, and clarify issues related to the system’s financing and performance indicators.
