The article presents a comparative legal analysis of the experience of Armenia, Belarus, Kyrgyzstan, Kazakhstan, Moldova, Azerbaijan, the Russian Federation and Tajikistan in the field of proceedings on administrative offences by internal affairs (police) bodies. Within the framework of the study, the procedure for conducting administrative process, mechanisms for collecting and evaluating evidence, the list of measures to ensure proceedings on cases and the grounds for their application as enshrined in the legislation of foreign states are systematically examined. Particular attention is paid to the experience of the Republic of Belarus and the Republic of Tajikistan, where procedural-executive codes have been adopted, as well as to the practice of the Russian Federation regarding the clear identification of officials authorised to draw up protocols. As a result of the comparative legal analysis, proposals have been developed aimed at improving the Code of the Republic of Uzbekistan on Administrative Liability, introducing simplified and accelerated forms of proceedings, establishing grounds for suspending proceedings on cases, and clarifying the list of bodies authorised to draw up protocols.
