The article analyzes innovative approaches to tourism development in the Zarafshan Valley (Samarkand, Bukhara, and Navoi regions) from 1991 to 2025. Based on a systematic analysis of regulatory legal acts, statistical data, and archival materials, the main stages in the transformation of the region’s tourism sector are identified. It is demonstrated that each of the three regions has developed its own model based on unique resources: cultural and historical heritage (Samarkand), the historic urban environment and intangible heritage (Bukhara), and natural and archaeological resources (Navoi). The need for further improvement of tourism infrastructure, digitalization, and preservation of cultural heritage to ensure the sustainable development of the region is substantiated.
