This article presents the scientific and methodological foundations for applying medical competency mobilization technology based on a differentiated approach in vocational medical education institutions. The study aims to substantiate the principles of integrating clinical cases, simulation training, work-based learning (WBL), objective structured clinical examination (OSCE), reflection, electronic monitoring, and pedagogical correction into a unified pedagogical cycle. A systematic and competency-based approach, pedagogical modeling, and comparative analysis were used as research methods. The results demonstrate that differentiated instructional technology based on A/B/C profiling is an effective mechanism for developing students’ clinical reasoning, safe practical performance, communicative readiness, and reflective self-assessment. An individual development trajectory combined with a criterion–indicator–evidence assessment system is substantiated as an essential condition for developing practical and cognitive abilities.
