Annotatsiya

The article examines international and national legal mechanisms for protecting children from all forms of violence within the framework of a democratic state governed by the rule of law. Special attention is paid to the UN Convention on the Rights of the Child, particularly Article 19, which establishes states’ obligations to prevent, detect, and respond to violence against children. The role of positive state obligations and the principle of the best interests of the child is analyzed. The study also reviews the updated Constitution of the Republic of Uzbekistan, the Law “On Guarantees of the Rights of the Child”, and the 2024 Law “On the Protection of Children from All Forms of Violence”. Emphasis is placed on the comprehensive and intersectoral nature of the child protection system, combining legal, social, and preventive measures. The article concludes that effective protection of children’s rights requires not only normative regulation but also functioning enforcement mechanisms and systematic state control.
