The Role of the Mahalla Institution in Strengthening Local Self-Government and Civil Society in the Republic of Uzbekistan (On the Example of Aligning National Governance with the European Charter of Local Self-Government)

Annotatsiya

This article examines the mahalla institution of Uzbekistan as a fundamental mechanism of the local self-governance system and analyzes its role in ensuring civil society development, democratic governance, and citizen participation. The article critically explores constitutional norms, national legislative acts, and Presidential Addresses, illustrating their alignment with the principles of the European Charter of Local Self-Government. The findings indicate that while Uzbekistan’s mahalla system has structured local governance, its autonomy, financial capacity, and functional independence remain limited compared with international standards. A comparative analysis with European Union countries demonstrates that the principles of subsidiarity, decentralization, and active citizen participation are key factors in effective local governance. The research identifies bureaucratic constraints, lack of resources, and institutional capacity gaps as primary issues affecting the system’s efficiency. Aligning mahalla institutions with international standards can enhance transparency, accountability, and social stability, thereby empowering citizens and encouraging their involvement in decision-making processes. This comparative-analytical study contributes to political and legal scholarship by outlining pathways to strengthen the democratic system through local governance.
