Today, the issues of science and scientific development of the state are one of the priorities of the state social policy. In this article, based on the norms of the legislation of the Republic of Uzbekistan and the analysis of problems in the field of science, the ways of solving the problems of research activity were analyzed. The authors point out that despite the existing achievements in the development and support of scientific and innovative activities in general, a number of problems have yet to be solved. Especially today, in the era of globalization and digitalization, it is an innovative approach that is the key to the success of the country. Such an approach can be applied only thanks to the achievements of science, and therefore the development of science is an important component of the innovative development of the state. As significant problems, the authors pointed to the problems of defending a dissertation and carrying out scientific and pedagogical activities, problems with the use of a single integrated approach to the development of science and innovation, a relatively low level of innovative development of the country. Thus, according to the authors, entry into international and national rankings poses the task of a modern researcher to publish materials in journals indexed by international databases (Scopus, Web of Sciences, etc.). Having no previous experience of publishing in such journals, researchers face publication problems – they refuse to publish or return articles for revision (reputable scientific journals) or payment is required. Therefore, the choice of so-called "predatory magazines" becomes attractive. Following the results of the article, the authors pointed out the importance of creating an effective and efficient system for conducting scientific research, developing Methodological recommendations for authors on the preparation and design of scientific articles in journals indexed in international databases.
