This article examines migrants’ rights to access medical services and existing problems in the healthcare system from a legal and analytical perspective. The study substantiates the universal nature of migrants’ right to healthcare on the basis of international legal instruments, including the Universal Declaration of Human Rights (1948), the International Covenant on Economic, Social and Cultural Rights (1966), and relevant resolutions of the World Health Organization. The experience of several developed countries is comparatively analyzed, and the practical effectiveness of international norms, as well as existing barriers, is considered. The guarantees provided in national legislation are analyzed within the framework of the Constitution of the Republic of Uzbekistan, the Development Strategy for 2022–2026, and the Uzbekistan–2030 Strategy. Based on the results of the study, conclusions and recommendations are put forward on the need to improve institutional and legal mechanisms aimed at ensuring universal access to medical services for migrants.
