This article examines the qualitative transformation of the state’s ecological function under the influence of the global climate crisis. Traditionally limited to environmental protection and the rational use of natural resources, this function is acquiring new content as a result of international judicial practice, the International Court of Justice’s 2025 advisory opinion, and national constitutional reforms. Using comparative legal and formal legal methods, the article analyzes the experience of the Republic of Uzbekistan, including the 2023 Constitution, the establishment of the National Committee of Ecology and Climate Change, and the Eco-Police institution, in comparison with the experience of Kazakhstan. The author identifies five directions of qualitative transformation of the state’s ecological function and offers practical recommendations for Uzbekistan.
