This research provides a comprehensive analysis of the impact of generative artificial intelligence technologies on the efficiency of digital governance and the quality of distance learning in the higher education system. A systematic literature review, comparative analysis, and synthesis methods were employed as the research methodology. The integration of modern Large Language Models (LLMs) into educational processes is examined from pedagogical, technological, and administrative perspectives. The research results confirm that generative artificial intelligence has significant potential for individualizing educational processes, implementing adaptive pedagogical technologies, optimizing administrative management, and eliminating communicative gaps in distance learning. At the same time, fundamental problems such as academic integrity, digital inequality, data security, and the transformation of teacher competencies are thoroughly analyzed. The article examines international experience, including the approaches of leading institutions such as Georgia Tech, Arizona State University, KAIST, and others, and develops recommendations for the Uzbek higher education system.
