This article offers a scholarly analysis of the state system of the Western Turkic Khaganate and its institutions. It examines the structure and functions of state authorities, the nature and exercise of political power among the Turkic peoples, and the role and status of the Khagan within the institutional hierarchy. The study also considers the Khagan’s relationship with the populace, the organisation of central and local government bodies, and the administrative arrangements for governing both nomadic and sedentary communities.
