The article explores the system of legal guarantees of human rights as a fundamental condition for the realization of equality before the law. It is emphasized that the effectiveness of such guarantees is determined by the development of civil society institutions, the level of legal awareness and culture among the population, as well as the quality of legislative activity and law enforcement practice. Special attention is given to the correlation between national legal frameworks and international standards in the field of human rights protection.
