This article substantiates the need to implement a system of regional diagnostics as a mandatory preliminary stage for the decentralization of public administration reform in Uzbekistan. Based on empirical data from a labor market study (174 large and 812 small and medium-sized enterprises) and a sociological survey of 89 public officials, it is shown that a uniform model of territorial governance provides neither equalization nor incentives for development. The current Methodology for Territorial Planning is analyzed, revealing a gap between the President's decree on a differentiated approach (PD-223) and the actual unification of instruments. The article examines international experience with territorial typologies (OECD, EU, France, Poland) and domestic differentiation practices (SEZs, "Obod Qishloq", PR-49). A model for regional diagnostics is proposed, which includes the creation of territorial profiles (passportization), their typological classification, valid ratings based on comparisons within typological groups, and a system of legal guarantees. The constitutional permissibility of a differentiated approach is justified based on a distinction between the objects of differentiation: management tools for territories and the rights of citizens. Proposals are formulated for the legislative consolidation of the regional diagnostics system within the legal framework for decentralization.
