The article is devoted to the constitutional and legal regulation of decentralization issues between republican and territorial state administration bodies in the Republic of Uzbekistan. The author analyzes the current state of decentralization in the country, highlighting its main aspects. The article examines key problems related to administrative and financial decentralization. The author also emphasizes the need for regional diagnostics and the development of a model law for the effective distribution of powers. Based on a SWOT analysis, the strengths and weaknesses of the existing decentralization system are identified, and measures for its improvement are proposed, including the creation of a coordinating body, the introduction of regulatory sandbox mechanisms, and the use of modern technologies such as blockchain and artificial intelligence to enhance transparency and management efficiency.
