In this publication, the author examines the historical and legal issues of holding the first elections to the Russian State Duma in 1906 based on the experience of the Turkestan region. The legislation that regulated the electoral process and the practice of its enforcement is also studied. The relevance of this publication is that a comprehensive study and analysis of our own experience in the development of electoral legislation is necessary, without forgetting the historical fact that was full of contradictions.
