The article provides a theoretical and legal analysis of administrative procedures in the context of corruption risks. Based on an analysis of international anti-corruption standards, the national legislation of the Republic of Uzbekistan, doctrinal approaches to the concept of corruption, and sociological data, it reveals the relationship between the quality of procedural regulation in public administration and the level of corruption. It argues that corruption is a multilayered socio-legal phenomenon that arises primarily from procedural uncertainty, broad discretionary powers, insufficient transparency, and limited access to mechanisms for protecting the rights of interested parties. Particular attention is given to the problem of ambiguity in legislative definitions of corruption and its impact on law enforcement practices. The article concludes that administrative procedures constitute a key anti-corruption tool for ensuring the transparency, predictability, and accountability of public authorities. It emphasizes the need to formulate a unified concept for the development of administrative procedures in the Republic of Uzbekistan as a crucial direction for improving the national anti-corruption system.
