This article examines the ideology of the Jadids of Turkestan (present-day Uzbekistan) as a program of cultural reform which, under the conditions of the colonial modernity of the Russian Empire and the early USSR, linked the renewal of Muslim education (“usul-i jadid”), a rethinking of Islam’s role in public life, and the formation of a new national imaginary. Drawing on academic sources, it shows that the core of Jadid ideology in Turkestan was not only pedagogical reform, but also a project of “cultural policy”: the creation of a public sphere through print and theater, the promotion of secular knowledge, new ideas of social discipline, health, and “public benefit,” as well as criticism of colonial practices. Special attention is given to the politicization of the Jadids in 1917–the 1920s and to the limits of their institutional strategies under the conditions of an increasingly centralized Soviet authority. The findings underscore the coherence of Jadidism as an ideology of cultural modernization and nation-building, distinct from mere “enlightenment”.
