In recent years, the Republic of Uzbekistan has witnessed a growing interest in the legal and institutional formalization of a system for reporting offenses (the institution of whistleblowers) as an effective mechanism in the fight against corruption. The increased attention to this institution stems from the need to promptly identify manifestations of corruption, abuse of power, and other violations occurring in state authorities and administration. Timely reporting of such actions not only allows for a swift response but also prevents their development at an early stage. However, the full functioning of this system is hindered by cultural and psychological barriers deeply rooted in society. Specifically, individuals who report violations are often perceived not as civically active members of society, but as traitors or violators of an unspoken "code of loyalty." This perception significantly reduces the motivation to interact with government bodies and impedes the establishment of an institution of civic participation in combating corruption. Nevertheless, a look at historical experience shows that the practice of voluntarily informing authorities about unlawful actions is not new to Uzbekistan. Historical analysis demonstrates not only the justification for applying such an approach in various historical contexts but also its effectiveness as a tool for public oversight. This confirms that with proper normative and cultural framing, the institution of whistleblowers can be perceived by society as a necessary and legitimate part of the anti-corruption system.
