This article examines the issue of ignoring lawyers’ inquiries as a major impediment to the practice of law in Uzbekistan. The author highlights the discrepancy between existing legislation, which grants attorneys the right to request information, and the systemic failure of public authorities to comply with such requests in practice. Specific examples are provided in which subordinate legislation imposes restrictions or fees for providing information, contradicting the principles of access to justice and equality of arms. The article analyzes relevant international standards, including the UN Basic Principles on the Role of Lawyers, the Standards of the International Bar Association (IBA), and the case law of the European Court of Human Rights. The author proposes concrete legislative measures to address the problem, including the introduction of electronic document exchange, strengthening liability for failure to respond, and establishing clear mechanisms for appealing refusals.
