The article deals with the issues of fundamental reform of internal affairs bodies, their transformation into a popular professional structure designed to guard human rights and freedoms, to contribute to the stability of society and the state. The article analyses the key factors and legal framework that influence the transformation of internal affairs bodies into an effective structure that inspires confidence in the population. The key role of internal affairs bodies in protecting the rights and freedoms of citizens, protecting public order and ensuring public safety, combating crime and terrorism, prevention of offences is noted. At the same time, the author points out the importance of adopting a number of normative acts, as well as the Code of Professional Culture and Service Discipline of Internal Affairs Officers, without which it is impossible to modernise the system to meet international standards and best practices of developed democratic countries. The article also outlines the importance of interaction between state bodies and society, as well as the active participation of the citizens themselves in the processes of reforming the internal affairs bodies.
