The article examines the grounds and limits of the international legal responsibility of the State hosting international sporting events. Its central research question is when organisational decisions, actions or omissions connected with the preparation or conduct of a sporting event move from the managerial or contractual sphere into the sphere of international responsibility of the State. The methodology combines legal-dogmatic analysis of the 2001 Draft Articles of the International Law Commission on Responsibility of States for Internationally Wrongful Acts, a systemic approach linking secondary rules of responsibility with primary international obligations, and a limited documentary case analysis of the transfer of the III Asian Youth Games 2025 from Uzbekistan to Bahrain on the basis of publicly available official materials. The article argues that withdrawal from hosting, transfer of an event, postponement or lack of infrastructure readiness does not, in itself, amount to an internationally wrongful act. Such responsibility requires attribution of conduct to the State and breach of a specific international obligation. The article also uses brief examples from Qatar, Brazil and France to illustrate how labour, housing, security and access-to-remedy obligations may become engaged in global practice. It clarifies the primary obligations that may be relevant to sporting events, proposes matrices for attribution, legal risk and evidentiary assessment, and develops a compliance model for the Republic of Uzbekistan as a future host State.
