This paper presents a comprehensive theoretical and systematic review of the evolution, structural components, and linguodidactic mechanisms of "speech competence" in foreign language education. Adhering to the PRISMA-guided literature synthesis, this study critically analyzes foundational models, shifting from N. Chomsky’s abstract linguistic competence to D. Hymes’s sociolinguistic paradigm, M. Canale and M. Swain’s multi-component model, and the contemporary CEFR Companion Volume (2020) framework. Furthermore, it bridges Western lexical approaches (M. Lewis, A. Wray) with the methodological contributions of CIS scholars (E. Passov, V. Safonova, A. Shchukin) and Central Asian researchers (Sh. Safarov, N. Mahmudov, M. Yuldoshev). The article conceptualizes the transformation continuum and substantiates the psycholinguistic role of formulaic sequences and collocations in decreasing cognitive load while facilitating natural speech fluency. Methodological implications for non-linguistic higher education contexts are comprehensively discussed.
