This article examines the system of legal guarantees for ensuring human rights and freedoms in the conduct of legal experiments. Particular attention is paid to the analysis of the Law of the Republic of Uzbekistan No. ZRU-1127 of 27 March 2026 “On the Legal Experiment,” which, for the first time, established a unified legislative framework for experimental law-making in the country. Based on a comparative legal analysis of the legislation and practice of the Republic of Uzbekistan, the Russian Federation, and countries of the Anglo-Saxon legal family, including the United States of America and the United Kingdom, the study identifies common features and national specificities in the legal regulation of experimental activity by the state. The author substantiates the conclusion that a legal experiment, as a means of improving legislation, is inevitably linked to a temporary change in the legal status of its participants, which requires a special legally formalized system of guarantees. A classification of guarantees into substantive, procedural, and institutional guarantees is proposed, together with proposals for further improving the legislation of the Republic of Uzbekistan in terms of consolidating the principles of voluntariness and informed consent, introducing a mechanism for compensating harm caused to participants, and involving the Human Rights Commissioner (Ombudsman) in the monitoring and oversight of legal experiments.
