The article examines the publicly documented contribution of the United Nations Office on Drugs and Crime (UNODC) to preventive anti-corruption policy in Uzbekistan in the period 2021–2025. As part of document-based contribution analysis, it considers three verifiable chains: work supported by UNODC on anti-corruption examination of normative legal acts; expert review of the draft National Anti-Corruption Strategy up to 2030; and capacity-building related to the United Nations Convention against Corruption (UNCAC) Implementation Review Mechanism. The evidence supports analytical, advisory and training inputs but does not show that specific recommendations were legislated, that the draft strategy was adopted because of UNODC assistance or that enforcement improved across the system. The article therefore distinguishes international technical assistance from decisions made by Uzbek state institutions and finds that UNODC made a limited but specific contribution to certain policy processes.
