Legal liability for cyberbullying: protecting minors in the digital environment

Annotatsiya

This study examines how legislation of Uzbekistan assigns liability for online psychological violence against minors, cyberbullying, in the term now in common use. Drawing on national criminal, administrative and cybersecurity statutes, together with recent statistical data, it assesses how far the Law on the Protection of Children from All Forms of Violence signed on November 14, 2024 actually works in practice. A comparative reading of regulatory experience in Japan, the Republic of Korea and the European Union identifies gaps in definition, enforcement and platform accountability, and from there the article proposes legislative and institutional measures for strengthening protection of minors in the digital environment.
