This article offers a baseline institutional assessment on whether Uzbekistan’s National Committee on Trade Facilitation (NTFC) established in 2023 can fill coordination gaps in implementing the National Trade Facilitation Roadmap for 2025–2030. It uses a qualitative institutional assessment of legislation, the Roadmap, official reform documents and international guidance on NTFC design, with a documentary cut-off date of 27 July 2026. The analysis distinguishes between strategic commitment, administrative coordination and operational implementation. The Committee shows several strong formal features: clear legal basis; high-level political leadership; broad interagency membership; formal representation of business associations; authority to establish technical working groups; and an explicit mandate linked to World Trade Organization accession. The Roadmap also provides a common framework for public agencies, private sector and development partners. However, to date, no measurable outcome in the public domain can be attributed to the Committee. External accountability is hindered by non-public meetings, restricted publication of minutes and monitoring results, the lack of a separately specified budget and institutional overlap with other WTO-related bodies. The article concludes that currently the NTFC is bridging the strategic-administrative gap more convincingly than the administrative-operational gap.
