This article analyzes the theoretical foundations and historical evolution of the concept of “open data” within the framework of ensuring the openness of government bodies and organizations. The study aims to examine the technical and legal characteristics of open data and to formulate scholarly recommendations for improving national legislation and practice in Uzbekistan. The research employs systematic and comparative legal methods of analysis. In particular, an empirical evaluation was conducted of the publication status and data formats of public procurement information across 14 local government authorities. The findings reveal limitations in the national legal definition of open data and indicate that most local administrations still publish data in non-machine-readable formats, such as PDF and DOC. The author proposes a revised and broader legal definition of open data, recommends establishing a statutory requirement to publish socially significant data in machine-readable formats, such as JSON and CSV, and offers practical recommendations for strengthening public control.
