This article analyzes the specific features of disputes arising from refusal of state registration, as well as the legal grounds for filing a complaint with an administrative court in cases involving refusal of state registration or failure to complete state registration within the established time limits. At the same time, the article emphasizes that state registration is an important legal institution that serves to recognize and strengthen the rights of citizens and legal entities. Therefore, the direct impact of unjustified refusal of registration or failure to carry it out within the established time limits on the constitutional rights and interests of individuals is examined from scientific-theoretical and analytical-legal perspectives in comparison with the German experience.
