This article examines evidentiary and digital mechanisms for detecting cartel agreements in competition law, with particular attention to their relevance for the Republic of Uzbekistan. It argues that cartel enforcement cannot depend only on complaints or direct evidence because cartel agreements are normally secret, informal, and deliberately undocumented. The study therefore analyzes the role of direct evidence, communication evidence, economic evidence, burden-shifting approaches, economic screens, public procurement red flags and AI-based screening tools. Drawing on OECD standards, European and comparative enforcement practice, and the Law of the Republic of Uzbekistan “On Competition”, the article proposes a proactive detection model for Uzbekistan based on systematic data analysis, specialized public procurement screening, clearer evidentiary standards and inter-agency cooperation. The article concludes that the effectiveness of anti-cartel enforcement depends on the capacity of the competition authority to identify suspicious market patterns before direct evidence becomes available.
