This article analyzes the powers and interaction of state bodies in the system for countering the legalization of criminal proceeds and the financing of terrorism (LCP/FT) in the Republic of Uzbekistan from an administrative-legal perspective. The distribution of functions among the Department for Combating Economic Crimes, the Central Bank, and law enforcement agencies is assessed on the basis of FATF standards, with issues such as delays in information exchange and overlapping powers identified. The article substantiates the need to transform the national monitoring system from a “linear-reactive” model into a “network-proactive” model, introduce an artificial intelligence-based scoring system, and create a unified digital analytical platform, taking into account the requirements of administrative law and the inviolability of property rights.
