This article analyzes the bidirectional relationship between gender-responsive budgeting mechanisms and women’s participation in political decision-making processes through a comparative analysis of Uzbekistan and South Korea. The study employs comparative and institutional methods of analysis. South Korea has implemented gender budgeting since 2006, and by 2024, the share of women in parliament had reached 21 percent, while women’s economic activity rate had reached 55.6 percent. Uzbekistan, on the other hand, is only beginning to implement gender budgeting, with a gender audit launched in 2025. The research reveals that although Uzbekistan has a higher share of women in parliament, at 38 percent, compared to South Korea, at 21 percent, women’s representation in the executive branch, at 5.7 percent, and economic participation, at 39.9 percent, remain significantly lower. This paradox is linked to the absence of a gender budgeting mechanism: budget funds do not enhance women’s economic independence, thereby limiting the effectiveness of political quotas. The article analyzes South Korea’s mechanisms of the “resource effect,” “demand effect,” and “accountability effect” and develops step-by-step recommendations for Uzbekistan.
