This article examines contemporary trends in the legal regulation of unmanned aerial systems in the Republic of Uzbekistan in the context of digitalization and the technological transformation of the economy. The aim of the study is to develop a conceptual framework for a comprehensive regulatory model of UAVs, taking into account institutional and criminal law aspects. The methodological basis includes formal-legal, comparative-legal, and systemic analysis methods. The study identifies key challenges such as the fragmentation of the regulatory framework, the lack of risk-based classification, insufficient institutional coordination, and gaps in criminal law regulation. The necessity of differentiating the degree of public danger and distinguishing between illegal circulation and violations of operational rules is substantiated. A systemic regulatory model is proposed, incorporating the development of administrative mechanisms, the improvement of criminal law norms, and the strengthening of cybersecurity measures. The scientific novelty lies in the formulation of an integrated approach to UAV regulation, ensuring a balance between technological development and public safety. The practical significance of the study is reflected in its applicability for improving national legislation.
