This article provides a comprehensive analysis of the theoretical and methodological foundations for regulating trade in tourism services within the framework of the World Trade Organization. The study examines the cross-border nature of tourism services, their international legal regulatory mechanisms, and the normative significance of the General Agreement on Trade in Services. The role of the WTO in the tourism sector is explored through the lenses of liberalization theory, the four modes of supply for trade in services, regulatory integration, transnationalization, and the theories of institutional and sustainable tourism. Drawing on the perspectives of leading scholars, the article systematizes the international legal mechanisms governing the trade in tourism services and assesses their impact on the economies, sustainable development, and investment climates of developing countries. The research findings substantiate that the regulation of tourism services within the WTO is a multi-level and integrated approach.
