This study first analyzes the historical development of the institution of the presidency, its main functions, and its cross-country variations. It then compares the specific features of the presidential institution in CIS countries with the democratic traditions of Western countries. The article also examines the concept of legitimacy and its importance for political systems. Special attention is given to key factors in ensuring the legitimacy of the presidency, such as electoral processes, citizen participation, the rule of law, and human rights. As a result, the study develops recommendations for increasing the effectiveness of modern presidential institutions and ensuring their legitimacy.
