This study provides a retrospective analysis of the formation of regional cooperation in Central Asia between 1991 and 2025. The author argues that interaction has undergone a qualitative transformation: the formal supranational institutions of the early period have been replaced by the concept of “flexible solidarity”, which took shape after 2017. Particular attention is paid to Uzbekistan's role in revitalizing the regional agenda and institutionalizing the Consultative Meetings. Analyzing contemporary applied mechanisms—ranging from investment funds to transit corridors and “CA+” dialogue platforms—the author concludes that a pragmatic approach now prevails over a declarative one. The final section of the article presents a forecast suggesting that the establishment of a coordination council by 2030 will become the most effective tool for strengthening the region's international agency.
