This article provides a scientific and legal analysis of the prosecutor's legal status and powers at the stage of initiating a criminal case, as well as the procedural limitations in exercising these powers. Based on criminal procedure legislation, the article examines issues of ensuring legality by the prosecutor, canceling or approving decisions to initiate criminal proceedings, and exercising oversight over pre-investigation checks.
