This article explores the role of cyberculture as a fundamental component of national and information security in the context of Uzbekistan’s ongoing digital transformation. The author defines cyberculture as a combination of digital literacy, ethical norms, and legal awareness that ensures responsible and secure online behavior. The study highlights the growing risks associated with cyber threats, data leaks, disinformation, and online addiction, emphasizing the need for comprehensive state policies to enhance cyber literacy among citizens. Current legal frameworks—including the Laws On Informatization, On Personal Data Protection, and On Cybersecurity—are analyzed to identify the absence of a unified program aimed at developing cyberculture. The author proposes the adoption of a Presidential Decree on Cyberculture, the establishment of national educational programs, the inclusion of “Cyber Hygiene” in school curricula, and the creation of digital ethics centers as strategic steps toward building a safe and ethical digital society in Uzbekistan.
