This article theoretically analyzes the role and significance of international organizations in the norm-creation processes of modern international law. The article demonstrates that the legal personality of international organizations forms the foundation of their norm-creating activities, which manifest in two primary forms: participation in the norm-creation of states (auxiliary function) and direct norm-creation. Additionally, the article elucidates the mechanisms for the preparation, adoption, and conclusion of international treaties by international organizations, the sources of their treaty-making capacity, and the importance of international legal documents regulating this process, particularly the Vienna Conventions. The research is grounded in the doctrine of international law and the practice of international organizations.
