This article is devoted to a scientific and theoretical analysis of foreign countries’ experience–primarily that of the United States, Great Britain, Germany, Canada, and other developed countries–in managing the activities of personnel services in internal affairs bodies. It examines mechanisms of personnel selection, recruitment, professional development, retention, and motivation from the perspective of modern human resource management concepts. The study analyzes scientifically grounded approaches reflected in foreign practice, including the use of digital technologies, diversification policies, and strategies for addressing personnel shortages, and evaluates their effectiveness on the basis of official statistics and examples from scholarly research. The article also highlights elements of foreign experience that may be applied to improve the activities of internal affairs bodies in Uzbekistan.
