This article examines the role of public services as a key form of implementing state functions and as a practical mechanism for ensuring and protecting human rights. It analyzes theoretical approaches to the concept of “public services,” explores the relationship between service organization and the state’s fulfillment of international legal and constitutional obligations, and identifies the key principles that should underpin a public service system from a human rights perspective. The article also provides practical recommendations for improving the legal and institutional effectiveness of service delivery, along with a bibliography for further study.
