This article is dedicated to a scientific and theoretical analysis of normative legal documents regulating personnel support activities for the internal affairs bodies of the Republic of Uzbekistan. It thoroughly examines the relevant laws of the country, Presidential decrees (for example, PQ-3413, PQ-5076, and others), as well as the essence and content of ministerial orders, focusing on aspects that regulate the processes of personnel selection, training, qualification improvement, and placement. From a theoretical perspective, a comparative analysis is conducted with the conceptual foundations of personnel policy, approaches in scientific research, and international experience. Additionally, scientifically grounded proposals are presented regarding existing problems in the field, the necessity for reforms, and ways to further improve the regulatory framework.
