This article examines the historical evolution of the concept of decentralization in state governance. It explores its origins, early forms, and the implementation of decentralization processes in various historical contexts. The role of local governance in Ancient Greece and Rome, the balance between central authority and local administration in the feudal societies of the Middle Ages, and the transformation of decentralization in modern and contemporary state systems are analyzed. Furthermore, the article delves into the theoretical foundations of decentralization based on the views of English philosopher Thomas Hobbes and German theorist Johannes Althusius. It discusses legal frameworks, political processes, economic reforms, and democratic governance principles associated with decentralization. Special attention is given to Uzbekistan's experience and that of other nations in implementing decentralization reforms, assessing their legal and institutional outcomes.
