This article examines the conceptual foundations of the contemporary public administration system and substantiates the institutional and legal relevance of decentralization within broader governance modernization. Against the backdrop of twenty-first-century challenges—post-pandemic disruptions, accelerated digital transformation, and rapidly evolving socio-economic demands—the paper argues for a shift from a procedure-centred, paper-based administrative model to a results-oriented and data-driven governance paradigm. The author systematizes the core modernization priorities, including clear delineation of competences and effective checks and balances; transparency and meaningful public participation in decision-making; simplification of administrative procedures; robust oversight and accountability mechanisms; and the optimization of the centralization–decentralization balance. Decentralization is conceptualized not merely as a “top-down transfer” of powers, but as an integrated set of organizational and legal mechanisms ensuring proportionality between competences, resources, and responsibility, underpinned by the principles of subsidiarity, efficiency, transparency, and participation. The article further clarifies the notion of “the public administration system” through a comparative discussion of broad and narrow interpretations in administrative theory, and introduces the “Public Governance” approach, emphasizing the growing role of non-hierarchical actors (private sector, civil society, NGOs, and inter-organizational networks) in policymaking and service delivery. In conclusion, the paper highlights that decentralization, when coupled with enforceable accountability and enabled by digital instruments (integrated e-platforms, open budget mechanisms), strengthens citizen-centric governance, improves the quality and responsiveness of public services, and enhances the measurability and transparency of administrative performance.
