The article aims to identify the requirements established by international standards and foreign legislation concerning liability for customs offences and to assess the extent to which Uzbekistan’s legislation conforms to them. Using comparative-legal, formal-legal, and systemic-structural methods, the study analyses the Revised Kyoto Convention, the WTO Agreement on Trade Facilitation, and the legislation of the European Union, China, Russia, Germany, and certain neighbouring states according to five criteria. It is proposed to include a warning among the sanctions provided for in Articles 227 and 22712 of the Code on Administrative Liability, to empower customs authorities to terminate cases involving voluntarily remedied offences, and to adopt foreign legal institutions together with procedures for their application.
