The article examines the emergence of the concept of digital sovereignty at the intersection of political theory, information society studies, Internet governance research, and debates on technological dependence. The study aims to trace the key intellectual and institutional processes that led to the development of the contemporary understanding of digital sovereignty and to identify the contributions of authors who may be regarded as its intellectual precursors, early developers, or systematizers. Particular attention is paid to distinguishing among state cyber sovereignty, technological independence, data sovereignty, and the digital self-determination of communities. The article also analyzes the limitations of the territorial approach and the tension between the pursuit of autonomy by actors in the digital environment and their inevitable interdependence. The findings are particularly relevant to the study of states with limited technological capabilities. The article concludes by substantiating the need to distinguish between the possession of sovereign rights, the practical capacity for independent decision-making, and the political legitimacy of such decisions.
