From Religious Networks to Brokerage Capital: The Soft Power Mechanisms of Qatar’s Relations with Islamic Actors in Foreign Policy

Annotatsiya

This article examines Qatar’s relations with Islamist actors and transnational religious networks as a mechanism of soft power. It focuses on how religious resources are converted into foreign-policy influence through exclusive access, communication channels, mediation, and reputational capital. Cases involving Hamas, the Muslim Brotherhood, the Taliban, Qatar Charity, and religious infrastructure in Kosovo are comparatively assessed. Roberts’s pragmatism thesis is combined with Ozturk’s concept of religious soft power to argue that Qatar’s strategy is better explained by diplomatic utility than ideological affinity. The findings show that effectiveness must be assessed together with political and reputational costs generated by such relationships.
