The article assesses the explanatory capacity of major theories of regional integration in relation to the contemporary political and institutional dynamics of Central Asia. The research compares the stage-based approach to economic integration, neofunctionalism, intergovernmentalism, comparative and new regionalism, and the regional-order perspective. The empirical focus covers the evolution of intraregional cooperation from the launch of the Consultative Meetings of the Heads of State in 2018 through the institutional developments of 2024–2026. Official regional documents, United Nations materials, and recent peer-reviewed studies are analysed through a mechanism-oriented comparative framework. The study demonstrates that no single classical theory fully explains the Central Asian case. Functional interdependence is increasing in transport, trade, water, energy and security, but it has not produced a systematic transfer of sovereign competences to supranational bodies. Decision-making remains predominantly intergovernmental and consensus-based, while regional cooperation is simultaneously influenced by external actors and cross-regional connectivity. The article therefore proposes an analytical model of functional intergovernmental regionalism, in which practical sectoral cooperation deepens under continuing national political control and gradual institutionalization. This model makes it possible to evaluate Central Asian regionalism on its own institutional logic rather than against a predetermined European end-state.
