The article analyzes the economic proportionality of the sanction established under Article 193¹ of the Code of Administrative Responsibility of the Republic of Uzbekistan. Two ratios are proposed as analytical tools: the sanction-to-object ratio (Kₛ/ₒ) and the sanction-to-benefit ratio (Kₛ/ᵦ). The analysis shows that the upper limit of the current sanction—thirty times the basic calculation unit—is determined independently of the value of the object of the bribe. Consequently, whenever the value of the bribe exceeds this limit, the amount of the fine is lower than the value of the bribe itself. On this basis, a three-component sanction model is proposed, combining a multiple-based fine, mandatory confiscation, and a time-limited restriction on the right to engage in certain activities.
