Compulsory insurance remains one of the key drivers of insurance market development and is consistent with established practices in emerging markets. The insurance mechanism plays an important role in maintaining a country’s economic stability by helping to reduce public expenditure and, in particular, alleviate pressure on the state budget associated with compensating victims for losses caused by natural disasters and other emergencies. The study of contemporary challenges facing the compulsory insurance system is particularly relevant in the context of evolving insurance legislation, economic challenges, and a complex political environment. This article analyzes the specific features of carriers’ liability insurance and develops relevant proposals and recommendations for improving its legal and institutional framework.
