Annotatsiya

This article analyzes the contemporary economic and legal nature of the shadow economy, its impact on fair competition, and the organizational and legal mechanisms for preventing shadow economic activity. The study is primarily based on the criminological methodology entitled “Combating the Shadow Economy and Its Early Prevention,” developed by Tashkent State University of Law in 2026. The methodology examines judicial practice and the economic, social, organizational, and legal factors associated with the shadow economy, using the Yashnabad District of Tashkent as a case study. Drawing on these materials, the article systematizes the principal forms of shadow economic activity, including tax evasion, fictitious entrepreneurship, non-commodity transactions, nominal management of legal entities, informal employment, illegal foreign currency transactions, violations of customs legislation, and offenses in trade and service provision.
